Abstract: 

The theory of CREATIVE city has been an attempt to respond to changes in modern cities problems in information society. In this theory, cities attract more capital by using CREATIVE CLASS abilities in the context of the CREATIVE economy and by creating a competitive advantage to attract the CREATIVE CLASS. The formation of the CREATIVE city is the result of the convergence of three main pillars: the CREATIVE economy, the CREATIVE CLASS, and the CREATIVE community. In this research, first, we examined the economic and social indices of the CREATIVE economy in Tehran, and then, using the grounded theory approach, investigated the feasibility of CREATIVE CLASS formation and CREATIVE communities and also the production of wealth from creativity. Although indicators, such as the educated young population and the rate of knowledge-based firms in Tehran, are among Tehran CREATIVE capacities but other economic indicators such as inequality, unemployment and the very small share of new businesses in Tehran's entire economy are preventing the rise of a CREATIVE city. Also the findings suggest that CREATIVE economic action may be seen in Tehran, but there is no sign of the growth of the CLASS that is able to generate wealth by using creativity. The creation of CREATIVE communities is not possible due to the formation of "urban tribes" in Tehran, and the city is a rift rather than a context of CREATIVE people. In another paradigm of low prevalence, there are signs of the emergence of a CREATIVE economy that has a weak link with Iranian society, a strong desire to invest and exit Iran, and fears of economic and social monopolies prevent it from emerging as a CREATIVE CLASS.

Abstract: 

New theories describe the CREATIVE CLASS as the driving force behind creativity that consequently results in economic growth. This study aims to explore this concept in Iranian provinces based on the theoretical literature relating to the CREATIVE CLASS and analyze the special patterns governing where they choose to live using spatial analysis methods. To this end, spatial autocorrelation indicators in a Geographic Information System (GIS Software) was used. The findings of the article suggest that there is an uneven distribution of the CREATIVE CLASS in Iran. Tehran, due to its role as the country's capital and in light of the state's centralized political system as well as a quasi-capitalist and rentier economy, has become a place that attracts and accumulates members of the Iranian CREATIVE CLASS.

Abstract: 

In new urban theories, what causes the economic development of a region is the presence of CREATIVE human forces in that region. Meanwhile, traditional factors such as geographical location, access, etc., are dimmed because the CREATIVE CLASS's presence in a city can overshadow other factors of economic growth. Therefore, paying attention to the residential characteristics of the CREATIVE CLASS and their preferences for living in a specific location in cities is one of the important issues in the urban development. The study has evaluated the factors influencing the residential preferences of the CREATIVE CLASS of Rasht city. The main purpose of this research was to investigate the factors influencing the residential preferences of the CREATIVE CLASS of Rasht city. It was a descriptive-analytical study. Data was collected through documentary and field studies. 384 questionnaires were distributed among the CREATIVE CLASS members in Rasht city. The data were analyzed using Friedman, Sign, and Wilcoxon tests. Findings showed that CLASSic factors significantly contributed to the residential preferences of the CREATIVE CLASS of Rasht city, and the influence of soft factors was less than the CLASSic factors. Also, the findings of the research have shown that the desire and preference of the CREATIVE CLASS to live in the inner layers of the city is high, and as we move from the initial layers of the city to the periphery, the concentration of the residential preference of the CREATIVE CLASS has decreased. According to the results, the neighborhoods where people of the CREATIVE CLASS of Rasht city prefer to live included Manzariyeh, Golsā, r and Giulā, n Boulevard, Moalem, Bazaar, Cā, ctous, Ziā, bri, Felestin, Nikmarā, m, and Park Shahr.

Abstract: 

One of the new theories in the field of urban development planning is the CREATIVE city theory, which can be useful due to the intense competition between cities in the age of globalization. Based on this, various researches have been done about the metropolis of Tehran, which have looked at the city of Tehran and creativity from different angles. Therefore, analysis and evaluation of these researches from different aspects such as study scale, research method and results are necessary. The purpose of this study is to systematically review the articles on the subject of CREATIVE city in Tehran in order to identify research shortcomings and also the systematic combination of their valuable results. This research uses both quantitative and qualitative methods in the form of systematic review. For this purpose, it uses quantitative and qualitative meta-analysis. Preliminary research data consists of thirteen Scientific Research Papers that have been selected using purposive sampling. Findings from a quantitative review of articles show that most of the research conducted in the field of CREATIVE cities is quantitative, positivist, non-exploratory, large-scale and pays little attention to indigenous indicators. Also, the qualitative results of the research indicate that the city of Tehran, despite its relative position in terms of CREATIVE city indicators in the country, is far from international standards and existing trends do not show the move to a CREATIVE city. In order to achieve the CREATIVE city of Tehran, it is necessary to consider following points; at the international level the principles of competition and interaction, at the national level the principle of balance, at the level of Tehran metropolis the principle of development, at the city zones the principle of spatial justice and at the level of neighborhoods and urban spaces the principles of the quality of space and vitality.

Abstract: 

AbstractThe migration of CREATIVE and highly skilled people has received less attention, especially at the national level, compared to all types of migration. The purpose of this research is to explain the factors that influence the location and migration decisions of CREATIVE and highly skilled human capital in the metropolises of Iran, with a focus on the metropolis of Tehran. It also aims to understand and explain the mechanism by which Tehran attracts the country's CREATIVE CLASS. This research was carried out using the method of content analysis, and the required data and information were collected from 19 participants using the interview technique. Based on the findings, in Iran and especially in the Tehran metropolis, nine variables have the greatest impact on the location and migration decisions of CREATIVE and highly skilled human capital. They are Tolerance and Diversity, Facilities, Advantages and Distinctions, Economic and Professional Life, Culture and Lifestyle, Feeling Progressed, Personal and Family, International Atmosphere, and Obstacles and Disadvantages. Since Tehran has the upper hand in these variables, it directs the flow of the country's CREATIVE CLASS to itself; thus, 52% of the CREATIVE CLASS of the metropolises is concentrated in Tehran. Moving towards decentralization policies, especially from the metropolis of Tehran and balanced regional development in the country, can provide the basis for brain circulation in the country and, consequently, a relatively balanced distribution of the CREATIVE CLASS. IntroductionLess attention has been paid to explaining the factors that influence the location and immigration decisions of the CREATIVE CLASS in the country, and the few studies that have been carried out have tended to look at the issue through the lens of a quantitative discourse. The use of two epistemological ideas, proof and interpretation, and the comparison and combination of results from the perspective of these two different ideas in the methodology of the human sciences, can provide us with a clear understanding of the phenomenon and problem under investigation. Therefore, in addition to quantitative research, research with qualitative discourse and in-depth interviews with members of the CREATIVE CLASS should enter into the problem and understand the spatial preferences and internal migrations of CREATIVE capital based on this method. Data and MethodTo gain a deeper and better understanding of the factors influencing the location and migration decisions of CREATIVE capital, this research uses a qualitative method based on subjective data obtained through direct interviews with members of the CREATIVE CLASS. In this section, the unit of analysis is members of the CREATIVE capital of the metropolis of Tehran. The reason for choosing the Tehran metropolis is that 23.5% of its employees are members of the CREATIVE CLASS and 52% of the CREATIVE CLASS of metropolises are located in the Tehran metropolis. This question indicates that the flow of CREATIVE capital at the national level is towards the Tehran metropolis. The method of collecting subjective data in this part of the research was based on direct interviews using open-ended questions. Before conducting the direct interviews, the conditions of the reviewed codes were checked and verified. These conditions included belonging to the CREATIVE CLASS and immigrating to the metropolis of Tehran.In this research, the selection of participants was done through purposive sampling to the point of data saturation. The aim here is not to have equal chances in the selection of community members but rather to select people with specific characteristics. In this respect, 19 people who were identified as belonging to the CREATIVE CLASS (CREATIVE and highly skilled human capital) were selected as a sample. FindingsIn this section, the factors that influence the spatial decisions of the CREATIVE CLASS are presented using qualitative discourse and subjective data obtained from members of the CREATIVE CLASS. The qualitative method involves going to CREATIVE and skilled people and using the mental data obtained as a basis for analysis.From the analysis of the codes studied, 433 initial codes were extracted. The initial CLASSification of the codes started from the first interviews and dense codes, subCLASSes, and primary CLASSes were formed. The codes from each interview were compared with each other and with other previous codes and then CLASSified based on similarities, differences, and distinctions. The CLASSes were reviewed and compared several times by the researcher.This continuous comparison during the analysis process led to the development of CLASSes and the placement of codes in the appropriate CLASS. As data collection and analysis continued, some CLASSes were merged and newer CLASSes were created as new codes were extracted.In total, 433 primary codes were generated from interviews with people working in CREATIVE and highly skilled occupations, which were categorized into 19 sub-CLASSes and 9 central codes or main themes. This means that the analysis of the content of the results produced 9 core codes that showed that these 9 variables have the most significant impact on the choice location and migration preferences of the CREATIVE and highly skilled human capital of Iran and especially of Tehran. Those 9 variables, in order of importance, are Tolerance and Diversity, Facilities, Advantages and Distinctions, Economic and Job Opportunities, Role of University and Scientific Community, Culture and Way of Life, Feeling and Possibility of Advancement, Personal and Family, International Atmosphere, Barriers and Disadvantages. ConclusionOverall, the explanation of the effective factors on the location and migration decisions of the CREATIVE and highly skilled CLASS in the Iranian megacities showed that the megacity of Tehran, with its tolerance and diversity, with its amenities and servicing role of the city, with its artistic and CREATIVE atmosphere with the concentration of artists, and with the provision of economic and employment possibilities, and with the concentration of top and prestigious universities and higher education and research centers, and with the concentration of talents such as students with higher education, who to some extent are the future CREATIVE capital; Along with the concentration of top and prestigious universities and higher education and research centers and the concentration of talents such as students with higher education who are to some extent the future CREATIVE capital; and by providing a desirable culture and lifestyle of the CREATIVE capital; by inducing feelings and the possibility of progress; And having an international atmosphere, along with removing the shortcomings and obstacles (economic, cultural, managerial, etc.) compared to other parts of the country. ) compared to other parts of the country, can be attractive to CREATIVE capital. It can influence their decisions about where to work and where to live in a city. But this does not mean that Tehran's work is finished and that it does not need to improve its position. At the national level, the flow of the CREATIVE CLASS is to Tehran, but at the international level, Tehran is losing its CREATIVE capital, which shows that Tehran's advantage in terms of CREATIVE city indicators and factors affecting the attraction of the CREATIVE CLASS is relative, and at the international level, compared to other world cities, it has basic shortcomings.

Abstract: 

Considering concepts such as CREATIVE economics, CREATIVE industries, CREATIVE environments, CREATIVE CLASS and CREATIVE city and presented by policymakers and their consultants, the present era is undergoing a socio-economic transition. Investigating where creativity is the engine of urban, regional and national economic growth The purpose of the present study is to develop a desirable CREATIVE city model for Tehran metropolis. In this research, data collection has been done as library-documentary and survey. 15 non-randomly selected samples were selected from the statistical population of CREATIVE city researchers and Delphi method was used in the form of expert opinions to formulate the desired model. Experts' opinions of 63 indicators were extracted in 5 components of human capital and CREATIVE CLASS, environmental capabilities, diversity, technology, research and development and globalization to move Tehran towards CREATIVE city. In addition, the results of the research and their summary and identification of three strategies "CREATIVE CLASS", "CREATIVE industries and knowledge base" and "CREATIVE tourism" to realize the CREATIVE city in Tehran were identified and extracted. In the context of the CREATIVE CLASS strategy, the emphasis is on maintaining, absorbing, but prioritizing the preservation of this CREATIVE and innovative human capital. The strategy of the CREATIVE and knowledge-based industries seeks to increase the economic share of these industries. It also emphasizes on maximizing the attraction of domestic and foreign tourists in the CREATIVE tourism strategy. These three strategies are also achieved through five components of human capital and CREATIVE CLASS, environmental capabilities, diversity, technology, research and development and globalization and sub-indicators that have a direct impact on the realization of these three strategies, and each of them They also have an impact on each other.

Abstract: 

In the age of globalization and competitiveness of urban centers, the CREATIVE CLASS is considered as one of the main drivers of growth and development of metropolitan areas. In this regard, the recruitment and maintenance of this social group, by identifying and evaluating their spatial preferences, has been included in the agenda of spatial development planning of cities and metropolitan areas. Accordingly, the aim of the present study is to (1) explain the relationship between the CREATIVE CLASS as driving forces and growth and development as an achievement and also (2) identify the various spatial preferences of CREATIVE CLASSes of Tehran metropolis to allocate residential, leisure, activity and communication needs. The combined methodology (qualitative and quantitative) has been used in this article; In collecting information, the methods of documentary, statistical and social analysis were used in the form of interviews and questionnaires, and in the CLASSification of CREATIVE groups, the scenario method was used. The high correlation between the share of CREATIVE manpower and the value-added output confirms this claim. Similarly, the analysis makes it possible to identify four distinct groups: naturalistic, urbanist, knowledge-based, and artistic, depending on the differences in the characteristics of the activity and the spatial preferences of the CREATIVE CLASS. Creating and maintaining a CREATIVE CLASS in the metropolis of Tehran requires identifying the differences, features, and preferential spatial preferences of each of these groups. Based on this, their spatial-activity preferences were identified and presented in the form of solutions.

Abstract: 

Mismatch of territories under authority of local governments with urban-regional activity domains, on one hand, has caused numerous problems and, on the other hand, has hindered taking maximum advantage of regional capacities and partial and competitive advantages. Hence, application of a new regionalism approach, which focuses on shared planning and management by all stakeholder groups within the pertinent domain, may help solve such problems. In this regard, this paper aims to investigate legal grounds of new regionalism, generally, in Iran and, particularly, in Qeshm Island, and its requirements for increasing competitiveness and creativity in Qeshm Island. Hence, underlying concepts of new regionalism and their relation with a CREATIVE city are investigated at fi rst step. Next, legal grounds of new regionalism within national laws and organizational goals and missions of Qeshm Free Trade Zone Organization (FTZO) are investigated. Finally, a comparative study of new regionalism related issues and goals of Qeshm FTZO is provided. Results indicate that such an approach has been referred to both in national codes and goals and missions of Qeshm Free Trade Zone Organization. Moreover, new regionalism can lead to increased quality of life by considering concepts of smart growth, social justice, and environmental justice which can result in attracting CREATIVE CLASSes of citizens and building up a CREATIVE city. Furthermore, this approach can increase competitiveness in Qeshm Island through making use of its partial and competitive advantages and facilitating laws and regulations with regard to economic activities and foreign investment.

Abstract: 

One of the main factors in increasing income and employment, as the most important pillar of livable cities, is attracting the CREATIVE CLASS and investors. Implementing innovative plans and making basic investments in line with sustainable development requires many conditions and fields, one of the most important of which is the availability of cultural and social fields. But so far, this field and categories have been less in the focus of attention. For this purpose, in this study, an attempt was made to take into account the role and position of culture and social contexts in attracting investors to the city of Mashhad by using the descriptive-analytical method. For this purpose, emphasis was mainly placed on the main drivers of this field. To reach this goal, the required information was collected from library and field sources. In the field part, the research sample included 30 qualified people in this field, who were selected by purposeful sampling. Micmac software was also used for data analysis. The results showed that the factors that influence the attraction of the CREATIVE CLASS and investors and the increase of targeted investments in the city of Mashhad are: Investment in research and development, laws and regulations, number of resident foreigners, information and communication technology, appropriate financing, flight destinations and active airlines, rate of invention and innovation, level of literacy and education, performance evaluation and reward system, financial policies, flexible financial systems, scientific and technical exchanges and interaction between university and industry.
